On September 9, 2015 the Ministry of Foreign Affairs and Cooperation has formally informed the Embassy of the United States of America in Madrid that the Kingdom of Spain has fulfilled all necessary constitutional procedures for the entry into force of the third protocol amendment of the Cooperation Agreement for Defense, signed between the two countries and dated December 1, 1988.

The renewal of the cooperation agreement focuses primarily on the areas of training and operations, interoperability and local investments.

Regarding local investments, the US is committed to the principles in the agreement to promote satisfactory agreements with permanent and temporary workers at the Moron Air Base, as well as boosting the economy in the region.

Regarding interoperability, Spain and the United States show their willingness to improve security and defense capabilities, which will strengthen relations between the defense industries of both countries.

In regards to training and operations, the agreement provides a wide range of activities to improve bilateral military cooperation or the designation of liaison officers that the U.S. has in Africa and Europe, among others.
