The State Secretary of Foreign Affairs, Ignacio Ybáñez, and his U. S. counterpart, Anthony Blinken, have signed in Washington the Third Amendment Protocol to the Defense Cooperation Agreement between the Kingdom of Spain and the United States of America, signed on December 1, 1988.

The signature was previously scheduled to take place at the end of May in Madrid by U. S. Secretary of State, John Kerry, but the serious bicycle accident he suffered in Switzerland forced the delay of his visit.
The Agreement´s objective is to significantly contribute to the regional stability and common security in Africa, Europe and the Middle East, through the approval of the permanent deployment of a crisis response force in Moron Air Base, in order to protect the citizens and facilities of Spain, the United States and the rest of the Allied nations.
This Amendment Protocol is completed with the signature of a Joint Agreement of Understanding between both countries in order to improve the growing bilateral relations in defense matters, through a substantial advance in cooperation and mutual support in areas such as interoperability, training and operations, local investments and work relations.
After the approval by the Council of Ministers, the Amendment Protocol to the Cooperation Agreement must now be discussed and approved by the Spanish Parliament.
